Petroleum regulation is the customary law of the oilfields. It has developed over the last 150 years from the sound working practice of expert oilmen (such as petroleum engineers, geologists, geophysicists) and specialists (such as accountants, lawyers and tax experts) into the Good Oilfield Practice. This code of practice advocates setting and maintaining international code of the highest technical standards despite the pressures faced by the exploratory and production sector - increasing costs, soaring salaries, a dwindling pool of skilled manpower and the need for constant investment in advancing technologies.

Oil and gas discoveries can extend beyond the boundaries of an individual contract area. A similar situation arises where a petroleum reservoir extends across national boundaries. In these cases, Contractors and Host Governments must consider whether the recovery of petroleum will be maximized by the formation of a production unit that allows operations to be conducted in a manner that is consistent with the location and nature of the reservoir. Unitisation can also be established for specific formations or substances, in these situations additional consideration must be given to the operation of other petroleum discoveries within the unitised area.
