Japan's Chemical Industry comes with extra Responsible Care program

Japan Chemical Industry Association (JCIA) has drawn up voluntary action plans for prevention of global warming, reduction of industrial waste and control of exposure to cadmium. Member firms of the association will tackle the plans as part of their Responsible Care (RC) activities. In the anti-global warming plan, the member firms aim to raise the energy efficiency at their operations by 10 % over the 1990 level by 2010 with advanced catalysts and biotechnology. Their energy efficiency in 1994 was improved 45% from the 1976 level. The JCIA members will increase the amount of recycled industrial waste by 15 % from the 1990 level to 2,840 tons by 2010, and will reduce the amount of their industrial waste disposed of through land reclamation by 40 % from the 1990 level to 1,390 tons. JCIA will also pursue control of risk in handling cadmium and cadmium compounds in accordance with the Organisation for Economic Co-operation and Development (OECD)'s risk reduction programs. In its plan, the association aims to raise the collection rate for nickel-cadmium batteries, which account for 90% of total cadmium use, from the current 20% to over 40% by 2000. It will also promote the use of rock phosphate with low cadmium content as raw material for phosphatic fertilizers and study alternatives for cadmium compounds used as pigments for plastics. JCIA, together with Japan Storage Battery Association, Japan Phosphatic & Compound Fertilizers Manufacturers' Association and Japan Plastic Colorants Industry Association, has submitted the voluntary plan to the Ministry of International Trade and Industry.
