Elgin and Franklin fields get development consent

Government consent for development of the Elgin and Franklin high pressure, high temperature, gas condensate fields in the Central North Sea has been granted to the operator Elf Exploration UK PLC.
The Elgin field, located 225 km east of Aberdeen, is expected to consist of a seven- well development with its own wellhead. Condensate fluids will be processed through a permanently manned process, utilities and quarters platform (PUQ) located at Elgin which will also process liquids from the Franklin field. Franklin, located 6.5 km south east of Elgin, is expected to have five production wells tied back to a normally unattended wellhead platform which will transfer liquids to the PUQ for processing.
Gas will be transported by a new 34-inch, 463 km pipeline to Bacton in Norfolk, for which development consent has been granted. Liquids from the PUQ will be transported to shore through a new 24-inch spur line into a "Y" piece near the Marnock field platform to the Eastern Trough Area Project (ETAP) pipeline from where it will proceed via the Forties system to Grangemouth in Scotland. Provision will be made on the PUQ for a third hydrocarbon stream should a separate demand arise. Both routes to shore will be shared by products from the nearby Shearwater field for which development consent has also been granted.
Estimated recoverable hydrocarbons in the 22 year life of each field is 889 bncf of gas and 244 mm barrels of condensate from Elgin, and 821 bncf of gas and 123 mm barrels from Franklin.
The Elgin and Franklin reservoirs are located at a depth of 5400 m with reservoir pressures of around 1050 bar and temperatures of 190C.

Separate development consent for the nearby Shearwater field and consent for the new gas pipeline have been also been announced. President of the Board of Trade Ian Lang wrote to the oil companies on 29 October 1996 and said that "on the basis of our current understanding, we see no objection in principle to the construction of a pipeline to Bacton".
