Development consent for Ross field development

June 19, 1997 Talisman Energy (UK) Limited and its co-venture partners have received development consent from the UK Government for the Ross oil field. This has been accomplished within 10 months of Talisman acquiring a 51.99 % operated working interest in the field. First oil production is expected in September 1998.
The first well is currently drilling, with up to five wells planned prior to first production. Reserves are estimated to be in the order of 60 to 100 mmb of light oil (37 degrees API) and 20 to 30 bncf of gas. Talisman will book a portion of these reserves as proved in 1997. Peak production will be reached in 1999 at approximately 40,000 bpd of oil. Total pre-production expenditures will be approximately $ 300 million.
The Ross oil field will be developed using a FPSO vessel. Shuttle tankers will be used to export the oil to market. Associated gas will be shipped via the Frigg UK pipeline to the Frigg St. Fergus terminal. The drilling program includes approximately 10 high angle or horizontal wells from three sites in order to optimise reserves recovery.

The respective unitised interests of each of the Ross field co-venture partners are as follows:
Talisman Energy (UK) Limited - Operator, 51.99 %; Lasmo (ULX) Limited, 16.33 %; Clyde Expro Plc., 14.49 %; B.G. Great Britain Ltd., 13.00 %; Nippon Oil Exploration and Production (MF) Limited,4.19%.

A contract has been put in place with Bluewater to provide the FPSO services to the project for the life of the Ross field. The vessel is currently en route to the River Clyde where, under subcontract to Bluewater, the topsides will be constructed and installed by Fluor-Daniel and Union Industrial Enterprise.
Two drilling contracts have been awarded to Global Marine Drilling Company and Transocean Offshore (North Sea) Limited respectively. The Glomar Arctic III rig will drill the first two development wells and the Transocean Discoverer rig will drill a further eight wells. Tenders for the subsea facilities for the field are currently being evaluated.
Talisman and the Ross co-venturers are committed to minimising the impact of this development on the environment. Rather than flare the relatively low volumes of associated gas, the gas will be evacuated via a 23 km long pipeline to the Frigg UK System.

The Ross oil field is situated in the outer Moray Firth on Blocks 13/28a and 13/29a, 60 km north of the Scottish coast and 30 km to the south-east of the Captain field. Ross was discovered in 1981 with the 13/29-1 well. Ten exploration and appraisal wells have been drilled in and around the field and five of these tested oil. The field will produce from two upper Jurassic reservoir zones.
