August 28, 1997 The Federal Electricity Commission (CFE) has signed contracts to build a thermoelectric plant near Tijuana, Baja California, at a cost of $ 244 million. The project, Rosarito III, is to construct a plant which the CFE claims will be the most modern of its type in Mexico, with a 450 MW capacity and 58 % thermic efficiency. The contract was signed under construction- leasing-transferral terms, in which the constructor is obligated to carry the project out and raise the necessary resources without the government's backing. The companies involved are Nissho Iwai Corp. and ABB Energy Ventures, which have formed the Rosarito Power company.
