Moscow considers setting new rules for access to export pipelines

The Russian government has drafted two variants of terms of granting access to export pipelines to oil companies.
The first variant, proposed by the Economics Ministry, provides for holding tenders among oil companies. The Company offering the highest price for oil pumping will win the tender.
The second option of the Fuel and Energy Ministry sets forth criteria for cancelling a company's export rights.
Representatives of the Russian oil sector have a negative attitude to both variants.
