Oryol region wants an oil refinery

Governor Yegor Stroyev of the Oryol region, who is chairman of the Russian Federation Council, has sent a letter to First Deputy Prime Minister Nikolai Aksyonenko, asking the minister to consider the possibility of building an oil refinery in the Oryol Region.
Oryol-Oil, a Russian-Kazakh joint venture, is willing to finance all supplies and services, including the purchase, transportation and setting up of refining facilities in the Oryol region.
Stroyev has also asked Aksyonenko to consider the possibility of granting Oryol- Oil a 45-50% monthly discount on railway export rates for the duration of one year.
