China starts survey of quality of petroleum products processed by small refineries

China has formally launched a national survey of the quality of petroleum products processed by small refineries.
According to the SAPCI, the small refineries being checked are those with crude processing capacity of less than 1 mm tpy. The products quality inspection of the first group of refineries, including 57 small refineries, began on August 2 and is scheduled to last until the end of September. The second group to be examined will include 23 refineries, and that inspection is expected to be completed before the end of October.
An official with SAPCI said that during the inspections, the quality of major petroleum products, including gasoline, diesel, asphalt, solvent oil, and lubricating oil, will be checked in compliance with State standards. Those found to be producing substandard products will be closed down.
The survey is being conducted by the Center for Petroleum Quality Inspection which operates under the China Petrochemical Corporation. This national survey is part of China's move to create a regulated petroleum product distribution sector to replace the one which has long been plagued by products of inferior quality. The closing down of substandard refineries will, on the other hand, help build a more competitive petrochemical industry, said the official.

By the end of last year, China had 166 small refineries, accounting for 75 % of the national total. However, their combined crude processing capacity was 30.8 mm tpy, making up less than 12 % of the country's total.
