Fuel and Energy Ministry says it has drafted a 10-year development program

The Russian Fuel and Energy Ministry has prepared an oil and gas complex development program for up to 2010, announced First Deputy Fuel and Energy Minister Gurami Avalishvili. A taxation reform, including a transfer of the major tax burden from producers to traders, lies at the heart of the program. Avalishvili has supported the idea of forming a state oil company, which could perform regulatory functions on the oil market.
