Alstom Esca to deliver e-business electricity operation system to MISO

Alstom Esca has teamed with industry leaders to deliver an e-business electricity operation system to the Indiana-based Midwest Independent System Operator (MISO), the company announced.
This installation, which includes an integrated control centre system containing more than $ 50 mm in high-tech infrastructure, will enable MISO to reliably operate the largest and lowest-cost electric transmission grid in the United States. Upon project completion in the late fall of 2001, MISO will become the largest Federal Energy Regulatory Commission (FERC)-approved Independent System Operator in the country.
This new system will make it possible for MISO to match energy demand with available transmission segments -- through the use of congestion management techniques -- thereby ensuring the reliable delivery of power and setting a new standard for this market.
Additionally, through the use of the Internet and web-based forms, market participants can quickly and easily enter the marketplace. When implemented, this new system will be capable of managing the entire financial cycle, ensuring accurate cash flow from the user of the grid to the owner of the grid.

Joining Alstom Esca are Open Access Technology International (OATI), Perot Systems Corporation, and TenFold Corporation in a consortium known as the RTO (Regional Transmission Organisation) Alliance.
Alstom Esca CEO Alain Steven said he is pleased that MISO chose the Alstom Esca team for such a significant project. Gahagan, Vice President and Chief Information Officer at MISO, the selection of the RTO Alliance made sense for a number ofreasons.
"The RTO Alliance has the expertise to deliver our desired functionality as well as the proven track record to meet to MISO's aggressive schedule," Gahagan said. The MISO is scheduled to begin market trials next June and to be fully operational by November 2001. "The RTO Alliance also proved to be the most cost-effective vendor for us," he adds.
"Each member of the RTO Alliance brings many years of experience in business and software development as well as successful project implementation. Each will undertake a specific part of the overall project," Steven pointed out. As prime contractor of the RTO Alliance, Alstom Esca will lead the integration of all components supplied by each alliance member. Alstom Esca will also deliver the transmission management system, the system that processes transmission reservations and ensures adequate transmission capacity and availability.

Open Access Technology International (OATI), one of the industry leaders in providing transaction management systems similar to the system envisioned by MISO, will provide the MISO with tagging services, scheduling system, congestion management toolsets, and planning model building applications. Perot Systems will utilise their expertise in program management, providing a seamless and integrated solution to MISO. TenFold will deliver Settlement Now!, which MISO will use to automate the entire cycle for transmission settlement and billing.
SettlementNow! is a dynamic application that will give MISO the ability to manage intricate contracts and the flexibility to respond to changing customer requirements without the need for reprogramming.

Midwest ISO is the nation's largest independent transmission system operator, servicing more than 255,000 square miles of electrical needs from Ohio to the upper Midwest. Utilities with more than 52,000 miles of transmission lines, 78,000 MW of electric generation, and nearly $ 8 bn in installed assets are participating in the Midwest ISO. The 14 transmission owners who have signed the MISO agreement are Alliant Energy, Ameren, CILCO, Cinergy, Commonwealth Edison, Hoosier Energy Rural Electric Co-operative, Illinois Power, LG&E Corporation, Madison Gas & Electric, Northern States Power, Southern Illinois Power Co-operative, Southern Indiana Gas & Electric, Wabash Valley Power Association, and Wisconsin Electric.

OATI systems currently provide 75 % of the transaction tagging services in North America. OATI's expertise in providing transaction management services and products in the deregulated environment is unparalleled in the industry. These include scheduling, energy trading and power exchange systems, and virtual control area systems.
