Avista Power to build combined cycle gas turbine power plant in Oregon

Avista subsidiary, Avista Power, will build a 280 MW combined cycle gas turbine power plant at the Coyote Springs site near Boardman, Oregon. The rights for the project were purchased from Enron North America and Portland General Electric. The GE 7FA gas turbine that will power the project has been secured.
The Coyote Springs 2 project will be built adjacent to the site of Coyote Springs 1, a similar gas turbine project completed in 1995, which is owned and operated by Portland General Electric. Coyote Springs 2 gas turbine project will be owned by Avista Power and operated by Portland General Electric under a 15-year operations and maintenance contract. Acquisition of development rights for the Coyote Springs 2 project represents an important milestone for Avista and its power development company Avista Power.

"This project is vital to our strategic drive to expand our generation portfolio while providing a critical economic resource to this fast growing region. The turbulent evolution of the energy business in the Pacific Northwest points to the need to dramatically expand new power generation in this region," said T.M. "Tom" Matthews, chairman, president and CEO of Avista.
"By acquiring a project that is fully licensed and adjacent to an existing power plant project, Avista Power is in a much better position to more quickly bring stability to a power market that is suffering from unprecedented volatility. Because the permitting and licensing phase is already completed, we are a step ahead of other announced projects in the region."
Terms of the agreement have been under negotiation since December 1999 and were not released. Engineering and procurement of major equipment for Coyote Springs 2 is under way with completion of the project scheduled for June 2002. Avista Power has a similar 280 MW combined cycle gas turbine project under construction in Rathdrum, Idaho. It is scheduled for completion in June of 2001.
