Russian Audit Chamber discovers wrongdoing in Sibneft operations

An Audit Chamber probing the economic operations of the Sibneft oil company has discovered certain wrongdoings, Audit Chamber spokesman Vyacheslav Smirnov told.
"The fact that we sent the results of the probe to the Tax Ministry, the State Customs Committee and, at that time to the Federal Tax Police Service, actually indicated that wrongdoing had been discovered," he said.

Smirnov said that the probe intended to analyse the operations of Sibneft and its subsidiaries: SibneftNoyabrskNeftegaz, Sibneft-Omsk Oil Refinery, and Sibneft-Omsknefteprodukt. He added that the operation's goal was to check the correctness and fullness of tax payments, customs duties and other mandatory payments to the federal budget and also the repayment of tax loans and other tax and credit transactions.
"We are not checking property relations. The question of redistributing property has not been raised at all," Smirnov said. The inspection was quite thorough and the findings were sent to the Russian leadership and Sibneft management as well as to other official agencies, he said.

On December 17, 2002, the Audit Chamber board discussed the results of the probe in operations conducted in 2001-2002. Smirnov said that the Audit Chamber had discovered irregularities in privatising oil facilities in Bashkiria.
"On the basis of the Audit Chamber probe into the operations of the Bashkir Property Ministry, the deputy prosecutor of the Nizhny Novgorod region opened a criminal case on September 29 into property damage through fraud or abuse of trust in accordance with point B of Article 165.3 of the Criminal Code," he said.
