Russia and Ukraine sign draft protocol for gas transit

The Russian government approved a draft protocol for 2005 to an agreement between the Russian and Ukrainian governments on additional measures aimed at ensuring the transit of Russian natural gas via Ukraine.
The Russian government said that Mikhail Fradkov, Russia's prime minister, signed the respective resolution. The resolution said that the draft protocol had been preliminarily discussed with the Ukrainian side. Mr Fradkov instructed the Industry and Energy Ministry to sign the protocol on behalf of the Russian government when an agreement was reached with Ukraine.

Under the draft protocol, Russia guarantees through Gazprom that natural gas supplies (128.1 bn cm) will be transported across Ukraine, including up to 112 bn cm of gas bound for European countries.
The tariff for the transit of 1,000 cm of Russian gas via Ukraine was established at $ 1.09375 per 100 km and the price of the natural gas being supplied to pay for transit services was established at $ 50 per 1,000 km. The draft protocol also said that Russia guarantees that Gazprom would pay for the transit services by delivering 23 bn cm of gas to the national joint-stock company, Neftegaz Ukrayiny, and paying the remainder in cash.

The economic indicators and the payment procedure set in this protocol will be stipulated in the 2005 appendix to the long-term contract between Neftegaz Ukrayiny and Gazprom on the volume and terms and conditions of Russian gas transit via Ukraine for 2003-2013.
The draft protocol also noted that the sides would sign the protocol for 2006 by July 1, 2005.
