Russia mulls changing rules on oil pipeline access

Russia's Economics Ministry is mulling changing the rules on access to pipelines for oil producers, giving higher quotas to those companies that have invested more.
Deputy Economics Minister Andrei Sharonov said such a mechanism would stimulate private investment in the country's pipeline system and at the same time retain the state ownership of pipelines.

Oil producers, who are restrained in their export ambitions by existing infrastructure, welcomed the idea, while the state-run monopoly operator of the pipeline system Transneft spoke against abolishing equal access.
