Russia to offer infrastructure projects to western investors

Russia will offer different infrastructure-project mechanisms to Western investors for the first time at the 2005 international industrial fair in Hanover. This was disclosed by Russia's Industry and Energy Minister Viktor Khristenko.
This concerns the power-industry reform and the gas-sector reform, Khristenko, who heads an organizing committee for forming and holding the Russian exposition in Hanover, noted.

In his words, Russia considers the development of privileged energy cooperation with Germany to be an important aspect. This also implies cooperation in line with the July 8, 2004 memorandum (that was signed by Gazprom and the E.ON concern).
It is intended to sum up initial results of implementing this memorandum (including the projected North European gas pipeline) on the eve of the first Russian-German energy forum, due to take place in the fall of 2005, Khristenko added.

The development of an experimental sector of the Urengoi deposit's Achimov seams is yet another example ofsuccessful energy cooperation, the Russian Industry and Energy Minister stressed. Test holes are being drilled this year; and the enterprise to attain design capacity by 2008, Khristenko said. In his opinion, the Hanover industrial fair highlights an important stage in the development of Russian-European relations.
Apart from infrastructure development, the Industry and Energy Ministry has charted top-priority hi-tech production spheres, i.e. the aircraft industry and the automotive industry, for establishing state-private partnerships, Khristenko went on to say.

The timber and pulp-and-paper industry is yet another sphere of potential cooperation; however, “we still have to chart the strategy of bilateral economic relations in this field”, Khristenko added. And, finally, it is our opinion that expanded hi-tech cooperation has an impressive potential”.
“Public health bioengineering technologies, new materials, as well as nano-technologies for the auto and aircraft industries, can become the main aspects of such cooperation,” Khristenko said in conclusion.
