Petrobras to build onshore liquefaction complex for exports

Brazil's federal energy company Petrobras plans to build an onshore liquefaction complex in the southeast region.
Operations are due to start in 2013. Capacity will be roughly 10 mm cmpd, Petrobras gas and energy director Maria das Gracas Foster said. The liquefied gas will be stored in cryogenic tanks at nearby locations.

The complex will link up to Petrobras's natural gas pipeline network and be near an existing LNG import terminal.
"These are all options that complement each other. It's an option that gives us a lot of flexibility," she told in Rio de Janeiro at company headquarters.

The unit will balance and optimize the volatility in natural gas operations for thermoelectric generation.
"We also plan to use the onshore unit to export LNG to domestic and foreign markets," according to das Gracas Foster. Petrobras did not rule out establishing a partnership with a foreign player to build the onshore unit, although it is likely Petrobras will build the complex alone.
"You know us. We like to do everything on our own if possible," she said.

The executive did not say how Petrobras would source the gas for export, although company officials have said in the past Santos basin gas could make the country a net exporter.
Petrobras will invest $ 10.6 bn in its gas and energy department in 2009-13, with $ 5.2 bn heading for new projects.

New terminals
In addition to the onshore liquefaction complex, Petrobras is considering the construction of two new LNG regasification terminals, Foster added.
The third would be installed in the south region, probably in Santa Catarina or Rio Grande do Sul states, with capacity of 14 mm cmpd. The terminal is slated to come online by 2013 and the fourth immediately afterwards.

The company already has two regasification terminals, one in Pecem, Ceara state and the other in Baia de Guanabara in Rio de Janeiro state capable of regasifying a combined 21 mm cmpd.
Petrobras also is studying the possibility of boosting the Baiade Guanabara terminal's capacity to 20 mm cmpd from 14 mm cmpd.
