Azeri elections major landmark during internal political settlement
It would seem that nothing sensational happened in Azerbaijan. The national will passes under the same scheme in all
the CIS. However there are some moments, which mark out the Azerbaijani elections from the common line of similar
actions.
It is known that the rigorous elections to parliament are conducted in the republic only for the second time (the
first took place in 1995). Therefore, they are a major landmark during internal political settlement and establishing
a succession of the authority. You see the first half of the 90s was for Azerbaijan a season of solid coup
d'etats.
It is even more important that the elections became a debut in public policy for the Geydar Aliyev's son,
vice-president of the State petroleum company of the Azerbaijan Republic (SPCAR) Ilham Aliyev, heading the candidate
list of "Yeni Azerbaijan". The victory of the presidential party almost automatically gives him the post of the
parliament speaker, who, according to the constitution of Azerbaijan, fulfils the president duties in case of his
disability. The health of the 77-year's old Azerbaijani leader is not that good, so Aliyev-junior has major
perspectives of career growth are wide open.
The "informational background" of the campaign was extremely interesting too. A major importance was given before the
elections to foreign public opinion and first of all to the Russian one. A series of PR-stuffs in the largest Russian
issues should change the existing feeling of the Russians, about the anti-Russian policy of Azerbaijan and to
consolidate positive images of the leader of this Transcaucasian republic and his son.
The operations on the information front were supplemented by concessions of Azerbaijan in a number of critical
problems concerning the relations with Russia. For example, Azerbaijan start handing the Chechen terrorists, which
earlier "did not exist" in the republic.
All this indicates that the problems solved during the elections are far from being settled by the tendency of the
president to have a loyal parliament. By everything, Azerbaijan the process of securing the authority of the ruling
clan and forming a presidential dynasty, which was started by Geydar Aliyev at the end of 60es, enters its final
phase.
