Brazil asked to fix economic value of wind power generation
The small and medium sized energy producers association APMPE (Associacao dos Pequenos e Medios Produtores de
Energia) have asked the Brazilian Ministry of Mines and Energy to fix the economic value for the wind power, in
accordance with Proinfa program (Programa de Incentivo as Fontes Alternativas de Energia).
The companies ask for R$ 228 per MW, which is being considered too high by Federal government' technicians. Proinfa,
outlined during the Fernando Henrique Cardoso government (to support the energy crisis in 2001 and 2002) predicts
incentives for the implementation, in a first stage, of a 3,300 MW wind-power and biomass small hydroelectric power
facilities (1/3 or 1,100 MW for each one).
In a second stage, the program predicts that the distributors should meet 10 % of the demand through their own
sources. There are projects worth $ 1 bn investments for the wind-power (to generate 15,00 new job positions). There
are 10 likely investors in the wind-power sector -- including Gamesa Eolica(partner of Iberdrola) and Eco
Invest.
The company intends to supply the Proinfa (energy to be acquired from Eletrobras), 300 MW to be produced at the parks
to be implemented in Piaui, Pernambuco, Rio de Janeiro and Rio Grande do Sul. The investments range from $ 300 mm to
$ 400 mm. Eco Invest plans a 100 MW facility in Pedra do Sal (Piaui), through $ 100 mm investments.
