The Russian government plans to ask the Energy Ministry to assume control over Russian oil exports by every means of transportation, including railways. According to a source in the major pipeline access commission, oil exports by rail (running into 6 mm tpy) are not being controlled in any way.
Under the new scheme, export quotas will be calculated in proportion to company deliveries to the pipeline system and their supplies to Russian oil refineries.
