PetroChina and Venezuela JV refining project wins NDRC approval

The National Development and Reform Commission (NDRC) has given the green light for the refinery project between PetroChina and Petroleos de Venezuela in Guangdong Province.
PetroChina has already gained the approval from the NDRC to do some preliminary work in Guangdong in mid-December 2009, an insider with knowledge of the project said.

The first phase of the investment amounts to yuan 58.5 bn ($ 8.56 bn) and has the ability to refine 20 mm tons of crude oil, according to a report.
The refinery project is a joint venture between China National Petroleum Corp., PetroChina's parent company and Petroleos de Venezuela. PetroChina will own 60 % of the plant and Venezuela will have the remaining stake.

The refinery will be located in Jieyang City and aims to be a world-class refinery, which can refine 50 mm tons of crude oil in a year. It will also carry out a supporting project which will produce millions of tons of ethane.
Together with some other refinery projects located in Guangdong, in the next five years it will become China's top province in the refining sector.
