Russia and Vietnam will sign in early April an agreement on building an oil refinery in Vietnam, the first in the
republic, deputy director of Russia's foreign trade association Zarubezhneft Yevgeny Areshev told.
The agreement is due to be signed between Petrovietnam and Russia's Zarubezhneft, an oil exporter and contractor
engaged in building facilities abroad.
